When voters in California passed Prop 67 and ratified SB270, single-use plastic bags were prohibited throughout the entire state. Bag bans are nothing new in California; before the election 150 cities, counties and municipalities in the Golden State had bans in place. SB270 extends a disposable plastic bag ban to areas not already impacted by an existing ban; this measure also levies a 10-cent fee on paper bags. Many California shoppers have already established the habit of bringing their own reusable grocery bags to the store, and the California Grocers Association is confident the rest of the state’s residents will quickly get on board with the California bag ban.
Retailers Know Shoppers Need to Form a Reusable Bag Habit
When bag bans go into effect shoppers need to bring their own reusable grocery bags to use in place of single-use bags. It can take time to establish this habit, and there will definitely be times shoppers go to the store without their reusable bags or forget their bags in their car. Over time a habit forms and grabbing their reusable bags before heading out to the store will become second nature. Dave Heylen, a spokesman for the California Grocers Association (GCA), understands it takes time, but explains that the CGA is behind the California bag ban,"In talking to our members, who are most grocers in California, it takes consumers a little while to change their behavior. At first, they are thrown off by it because it's something brand new.” Heylen went on to say, "The experiences have been once the consumers begin to change their habits, which in this case is to remember to bring a reusable bag, you see that any purchases of single-use bags drop off dramatically. Like anything else, it takes consumers time for them to get into the habit of doing so. That's the overall goal of Senate Bill No. 270."
